Intelligence Oversight Supports the Realisation of Basic and Human Rights

The Intelligence Ombudsman supervises the legality of intelligence and the realisation of basic and human rights in intelligence activities. The Act on the Oversight of Intelligence Gathering entered into force in February 2019.

The Ombudsman is an autonomous and independent authority, who acts in connection with the Office of the Data Protection Ombudsman. Starting from 1.5.2019, Mr. Kimmo Hakonen will act as the Intelligence Ombudsman. He begins the actual oversight activities 1.6.2019 when the acts on civilian and military intelligence enter into force.

Current issues

Civilian Intelligence Act to enter into force on 1 June

On 1 June 2019, new civilian intelligence legislation will enter into force in Finland with the goal of improving our capabilities to protect against serious threats to national security. The President of the Republic approved the amendments to the Police Act and the Act on the Use of Network Traffic Intelligence in Civilian Intelligence on 26 April.

Government has today appointed Master of Laws Kimmo Hakonen to the office of Intelligence Ombudsman. Hakonen's five-year term begins on 1 May 2019.
